It can visually highlight potential digital divides, predict user adoption rates, and suggest optimal design modifications for equitable and democratic public services. I provide my students with the "Citizen Engagement Predictor." This GAF-powered tool is a virtual laboratory for the public policy expert. When a student is designing a new e-government service, the Predictor allows them to see how it will be received by citizens. It can simulate user interactions, predict adoption rates, and identify potential barriers to access. This allows my students to move beyond the limitations of traditional, top-down approaches to public service delivery and to design services that are truly citizen-centric and inclusive.
